No formal call-up has been confirmed. Dowman is currently with the England Under-19 squad, which is due to face the Republic of Ireland on Friday, September 25.
The potential opening comes after five players withdrew from the international window with fitness concerns: Declan Rice, Cole Palmer, Marcus Rashford, Kobbie Mainoo and Tino Livramento. The Football Association confirmed Monday that Everton's James Garner and Nottingham Forest's Morgan Gibbs-White have been added as replacements.
Dowman became the youngest goalscorer in Premier League history in March, finding the net against Everton at the Emirates at 16 years and 73 days old.
